National Incident Management System Training http://www.fema.gov/emergency/nims/nims_training.shtm
If you read the short pdfs from above, they require workers to takce ICS 100, managers to take ICS 200, and elected officials to take ICS 700. You may want to take them all, they are short and provide great insight into how agencies will organize to meet an incident.
Access the courses here: http://www.training.fema.gov/EMIWeb/IS/crslist.asp

Online courses (about 3 hours to complete each one). All are free.
IS 100 (ICS 100) Introduction to ICS
IS 200 (ICS 200) Basic ICS
IS-700 National Incident Management System
IS-800 National Response Plan

ICS 300 and ICS 400 are classroom only courses and build upon the previous courses.
